    Adoption of the Housing Element and environmental document is expected in late summer or early fall. In the meantime, the City is preparing the corresponding environmental document pursuant to the California Environmental Quality Act (CEQA) Guidelines. The City Council directed staff to send the draft Housing Element to HCD for a second round of review. The City revised the Housing Element to address HCD's comments and the revisions were considered by the Planning Commission and City Council on May 17 and May 23, 2022, respectively. On April 11, 2022, HCD provided the City with comments on necessary changes to bring the Housing Element into compliance with State law. The City submitted a Draft Element to the State Department of Housing and Community Development (HCD) on January 11, 2022. The City of Rolling Hills began the process of updating its 2021-2029 Housing Element to cover the next eight-year planning period (known as the “6th Cycle”).
